Management – is a special kind of activity that transforms a disorganized crowd into an efficient and focused productive group. Management as such is a driving force for social change and an example of significant social change.

In general form, a project (eng. project) is “something that is conceived or planned” (Webster’s explanatory dictionary), (from Latin projectus – thrown forward, protruding, protruding forward) – a plan, idea, image, embodied in the form of a description, justification of calculations, drawings, revealing the essence of the concept and the possibility of its practical implementation.

Construction project management – is an activity aimed at achieving the goals and objectives of an investment and construction project, starting with the preparation of an investment plan and ending with the construction and commissioning of an object.

Technical supervision of the construction process

Technical supervision of the construction process – A complex of expert and verification activities carried out in order to ensure the exact observance of the terms, cost, volume and quality of the construction work determined by the project.

Technical supervision functions:

  • - participation in the design and signing of certificates of inspection of hidden works and intermediate acceptance of critical structures;
  • - control over the timeliness and correctness of execution of the executive documentation;
  • - supervision over the compliance of the completed (in progress) construction and installation works, used building materials (products, structures) and equipment with approved design solutions and state (interstate) standards, including ensuring the strength, stability, reliability of bearing and enclosing structures and performance buildings (structures);
  • - control of the availability of the appropriate right to a land sector, approved design (design and estimate) documentation, a positive conclusion of the examination of projects, as well as notifying the bodies exercising state architectural and construction control and supervision about the start of construction and installation work;
  • - supervision over the observance by the contractor (general contractor) of the requirements of the organizational and technological documents that determine the technological process of the construction and installation works;
  • - control over the availability of a license for the right to carry out the relevant types of licensed architectural, urban planning and construction activities;
  • - control over the organization and implementation by the contractor (general contractor) of all types and forms of their own production control and supervision of the quality of construction (input, operational, acceptance, laboratory, geodetic and others);
  • - implementation of regular and proper maintenance of the technical supervision log, as well as control over the execution of their instructions entered in the technical supervision log;
  • - submission on a monthly basis to the body of state architectural and construction control and supervision of a report on the status and progress of the construction of the facility.

Upon completion of the work, the technical supervision specialist together with the contractor are responsible for the compliance of the finished object with construction legislation, design and regulatory documentation.

Author's supervision of the construction process

Author’s supervision is carried out in the manner prescribed by the legislation of the Republic of Kazakhstan, and is carried out regardless of the form of ownership, both of the customer himself and the developer of the project. Author’s supervision over the construction of objects of all levels of responsibility is carried out by the author (developer) of the project, or by experts who have the appropriate certificates for this type of activity and who participated in the development of the project.

In case of justified impossibility of fulfilling the provisions, the author of the project, at the choice of the customer of the project, can delegate the conduct of field supervision to specialized design organizations or experts (who have the appropriate certificates) who have not previously participated in the development of the project. At the same time, they cannot make changes to the project without the consent of its author.

Author’s supervision – is the author’s powers to exercise control over:

  • participation in the design and signing of certificates of inspection of hidden works and intermediate acceptance of critical structures;
  • development of a construction project (construction documentation) carried out by the author (s) of an architectural and urban planning work;

Author’s supervision over the construction of buildings and structures is carried out:

  • to ensure the compliance of architectural, construction, technological, other technical solutions and technical and economic indicators of construction objects (put into operation) with the solutions and indicators provided for in the projects, including in the working projects of these objects;
  • to increase the responsibility of project developers, customers and contracting construction and installation organizations for the quality, reliability and durability of erected or reconstructed buildings and structures.
